In a move that’s jolted Kenya’s political landscape, Treasury Cabinet Secretary John Mbadi has been dropped from Parliament. The Independent Electoral and Boundaries Commission (IEBC), through a special gazette notice issued on July 22, confirmed a nationwide reallocation of ten special seats — one in the National Assembly and nine in various County Assemblies.
Mbadi, previously nominated under the workers' category by the Orange Democratic Movement (ODM), has been replaced by Harold Kimuge Kipchumba, also from ODM, but under the Persons with Disabilities (PWD) category.
This shift comes amidst wider corrections by the IEBC to party list inconsistencies and declared vacancies following resignations and deaths of nominees since the 2022 General Election.
This isn’t just routine reshuffling. Mbadi’s removal from Parliament is a significant political blow. As Treasury CS and a seasoned ODM figure, his presence in the National Assembly held both symbolic and legislative weight. Now, his exit paves the way for a fresh face, Kipchumba, to step into a hot political seat during a time of growing national economic tension and internal party recalibrations.
IEBC Chair Erustus Ethekon stated that the reallocation followed constitutional requirements and is part of ongoing efforts to uphold inclusivity and proper representation.
Nine other major reassignments were announced at the county level. These included shifts in nomination categories involving youth, PWDs, minority groups, and gender top-up quotas:
-Garissa County: Dubat Abdikadir Adan replaces Abdi Gedi Adow. The nomination switches from a PWD slot to a Youth category seat under UDA.
-Murang’a County: Kirumwa Peter Mbogo takes over from Wainaina Mark Gicheru, both under the Minority Groups listing.
-Kiambu County: Wainaina Lawrence Mburu replaces Kihara Ezra Kabuga, changing nomination grounds from Marginalised to Youth.
-Taita Taveta: Ann Wambui Mukuru (Wiper) steps in for Constance Mwandawiro.
-Makueni: Esther Mwongeli replaces Magdalene Kamene Nguluku, both of Maendeleo Chap Chap.
-Nyandarua County: Jane Gathira Njoroge takes the slot formerly held by Beth Wahito Njoroge (UDA).
-Kirinyaga: Chege Flasia Nduta replaces Pauline Wairimu Kamau (UDA).
-Kakamega County: ODM swaps out Phaustine Werimo with Lucy Kendi Khayadi, and Godliver Omondi with Linet Wanga Imbayi under the gender top-up category.
IEBC emphasized that all reassignments were carried out in line with constitutional mandates for fair representation and demographic inclusivity. The commission also reiterated its commitment to transparency, promising continued evaluation of party lists to correct past errors and fill emerging vacancies swiftly and justly.
