Governor Guyo ignited condemnation during a national celebration by publicly humiliating Senator Fatuma Dullo. Instead of addressing governance concerns, he launched a personal, unprovoked attack centered on her marital history and moral standing.
The speech went well beyond political criticism—it was a crude, gender-based tirade clearly violating constitutional protections against discrimination and defamation. Such behavior undermines the dignity of office and the trust of citizens.
Financial audits revealed that Isiolo’s payroll lists more than 1,600 employees—far surpassing what the county budget supports. This discrepancy strongly suggests the existence of “ghost” or redundant workers—a classic indicator of systemic corruption.
Salaries billed to the county for non-existent or unverified employees are a direct betrayal of taxpayer trust. County residents are losing access to basic services as funds are misallocated for administrative bloat.
In direct violation of law, Governor Guyo appointed 36 personal advisors, despite regulations allowing only four such positions. This move concentrated power in his office and drained county resources. The additional advisors do not appear to serve distinct functions—raising serious questions about patronage, nepotism, and the misuse of public funds to maintain personal networks rather than serve public interests.

Isiolo County’s governor is constitutionally required to cooperate with national oversight bodies. Guyo, however, repeatedly ignored summons from the Senate to explain his financial and administrative conduct. His refusal triggered a contempt of Parliament finding, resulting in fines and threats of legal action. By disregarding these lawful orders, he set a troubling precedent—placing himself above the mechanisms designed to ensure transparent governance and accountability.
Further complicating the allegations, Guyo faces accusations of threatening MCAs who challenged his authority. Reports suggest that one lawmaker was physically accosted after opposing the governor's plans. Additionally, hostile exchanges during Senate hearings contributed to a climate of fear and hostility. A leader’s resorting to intimidation against legitimate critics crosses ethical and possibly legal boundaries, eroding democracy at the county level.
The Isiolo County Assembly has already initiated an impeachment motion, citing “gross misconduct, abuse of office, and violation of the Constitution.” For the motion to pass, it must secure a two-thirds majority—which, current attendance and attendance trends suggest, is achievable. If successful, the matter will escalate to Senate inquiry, where further evidence and cross-examinations will determine whether Guyo is removed from office.
This is more than a single governor’s saga—it’s a national moment. Guyo’s case underscores persistent weaknesses in Kenya’s devolved governance: rampant patronage, institutional defiance, and toxic political culture masked by gender bias. A successful impeachment would not only remove a problematic leader—it would send a powerful signal about the limits of power, the necessity of ethical governance, and the potential for institutional checks to restore public integrity.
